《规定》创新博士后培养制度，探索境内外两种博士后制度规则的对接，实施深港澳联合招收培养博士后计划，支持深圳科技创新中心、战略性新兴产业和未来产业的用人单位与港澳高校联合招收培养博士后，以充分利用港澳高校优质科研资源，充分发挥香港“超级联系人”作用，增强深港联合体对博士后人才的吸引力，着力引进培养青年科学家。对世界一流高校的博士来深圳从事博士后研究的，给予高水平在站生活补助。此外，鼓励境外优秀博士后来深圳工作，直接认可博士后境外研究经历，按规定给予出站来深圳补助。

《规定》明确将围绕深圳发展定位，构建多层次的在站博士后生活资助标准。符合广东省海外博士后人才支持项目，来深圳从事博士后的华体官网app登录，每人最高资助60万元(人民币，下同)；流动站博士后每人最高资助42万元；其他博士后每人最高资助36万元。强化设站单位培养投入责任，不再设置设站单位一次性资助和日常经费补助项目。
